Is the House of Commons, during the discussion on the Irish Estimates, Mr Gladstone violently attacked Mr Balfour's administration, charging him with being responsible for the Mitchelstown affair, and the death of John Mandeville and Kinsella.

Mr Balfour replied to the charges in detail, and declared that the extraordinary weakness of the Opposition was shown in this constant re-echoing of exploded complaints against his administration, and the absurd charges levelled at him.
