(DV ELKCTKIti rELKGnAPII— COPYRIGHT). Adkl.uijk, October 23. The Coniinittoo of the Legislative Council have had under consideration the Chinese Restriction Bill. The tonnage limitation to the Northern Territory lias been reduced to one Chinaman for every 50 tons. The clause preventing Chinese travelling from one colony to another without a permit was struck out. October 24. In his report on the defences of tho colony, Major-General Downes, Commandant, says the reserves are quite unreliable, and recommends that the compulsory clause compelling men between the ages of 20 and 24 to serve in active militia for three years should be rigidly enforced, and afterwards they should be compelled to remain in the reserve corps until attaining the age of 30. Melbourne, October 23. Excellent turquoise deposits have been discovered near King's liiver Gippsland.
