WAIPA COUNTY COUNCIL.
Tin: usual mniithly meeting of the Wai pa County Council was l:elrl in tlie Council Chambers, Ohaupo, at. at 11.30 on Tuesday morning. Present: Civ. Lang (chairman), Kidler, Taylor, (J rice, Finch, Dawson, Farrell and Hunter. Mr A. Armstrong, County Engineer, was also in attendance. Enginbkk's Rki-oht.— The Engineer's report was read as follows :-In compliance with instructions I have inquired into the complaint of Ml- Mollars, regarding the tuiimnco caused by the surface water from the road flowing past tho. front of his property. Some years ago, when the road was reformed here, it was found necessary to cut the ditch now complained about tor tho purpose cf draining a hollow in the road, a short distance to tho north ot Mr Mellars' house, and since that time the water has been conducted away by this means, the water from the ditch being discharged on to Mr Mellars' property, where thoro is a natural fall, and which conducts the water away from tho road beyond also. Previous to the formation of tho road the water now complained about would, I think, from the. configuration of tho ground, run across the road and flow over the adjoining section—that is on the sido opposite to Mr Mellars—but by the alteration in the levels cuned by Ihe formation this could not be continued without cutting a ditch for a, distance into this section, a cmrse to which, 1 understand, tho proprietor objected, the only means then available being the one taken, and now complained about. I may just point on', that the time this w.irk was done, there were no buildings on this site, neither was the property at that time in the hands of Mr Mellars. Should the Council foil disposed to take any action in tho matter, two courses are open. Ist. To lay fliu. pipes in the ditch and fill the same up. 2nd. To form an embankment across the hollow to get cover tor the pipe.?, conducting the water under the road, and filling in the ditch past Mr Mellar's property. The first plan I estimate would cost inland the latter about .£l.2.—Cost of broken uutal: Referring to your instructions in this matter, I estimate that broken metal would cost llis per cubic yard laid on the road.—Repairs to the Whatawhata Swamp Road, Kiln-kihi-Te Awaimitn Road, and the Rotorangi Swamp Road have been partially completed, and but for the broken weather prevailing during the month the whole would have been effected. —Tenders have been called for repairs to roads in various parts of the country, and are due to be opened to-day.—l inn, &c, Alex. Mbi.i.au.s' Drain*. — Crs. Finch and Ridler,in company with tlio Engineer, went and inspected this drain, and also interviewed Mr Tivnwald, who stated that lie had no objection to the drain being brought across into his paddock if no piucs were laid to interfere with his ploughing at any future time, and would not objcct to a box enlvert.— It was decided to put a b.ix culvert across the road, Mr Mellars to supply the necessary timber on the ground. Rhi-'L'Nl).—Jas. "Reiley applied for a refund of rates paid by him in error.—The Clerk waf; instructed to reply that the Council could not refund the rates. Sand.—Messrs Caslnnore and Frankham applied for permission to t ike sufficient sand from the Waikato river between the two bridges at Cambridge to erect two chimnevs.--The Clerk was mstruetei to reply that the place was outside the jurisdiction of the Council. LwbkbsT. —A letter was received from the Agent of the Bank of New Zealand, stating that the rate of interest hitherto charged was 0%, but until further notice only would be charged. Tim Agent asked for a statement of the.CouncipH receipts and expenditure for the year ending 31 <t March,'lßSß. Fisiiuuiks Bill.—The Marine Department forwarded a copy of the fisheries Bill, which was introduced into the House last session, but not proceeded with. The Council was recpiestod to make any romaikson it it might wish, as it was intended to introduce a similar Bill next session. Whatawhata Butncu.—The account for half the cost of repairs to the apuroaclies to this bridge was again received from the, Raglan County Council, stating that the work had been done by the order of the late chairman of the Comicil, who considered the approaches were dangerous.— Cr. Dawson moved that the account be not paid.— Seconded by Cr. Hunter, and carried. Rates.— The clerk read the following report as to unpaid rates : — Report ofPkol'rrtiksnot Paying Rates ik County.
The report was received. Alexandra Town Board — The Chairman moved that the following resolution, passed at a special meeting of the Council, held on September 11th, be continued :— " That the petition ot the householders of Alexandra be granted, and that tho Alexandra Town District be merged in the county of Wnipa by special order, to take effect" mi the lOili day of October, 1888."— Seconded by Cr. Hunter, and carried. Old Accounts.—George Rigg forwarded an account for work done, iu making a road snuie three or four years ago, but which had not been authorised by the Council. The Clerk was instructed to reply that the Council were not liable for the work.— D. McKinnon also forwarded an account for balance due for work done under the Engineer's instructions. The Engineer reported (hat as far as he knew there was no money due to Mr McKinnon, and the Clerk was instructed to reply to that effect. Tenders —The following tenders were received :—Contract No. 92, repairing and gravelling road from Cohen's Hill to Mr Scott's:—Giles and Fletcher : forming, 3s fid per chain ; gravelling, 10s per chain ; side ditches, Is per chain, (accepted). T, Cowley : Forming, 2s 9d ; gravelling, 11s j side ditches, 2s. Contract No. i) 3, sanding road near Te Rore Bridge :—E. Olferson, 8s per chain (accepted); C. S. McCnllum, Ss. Contract No. !)4, re-forming and claying near Mr Blackett's, Tuhikarainea :—Raid and Drabble: He-formation, 2s (M per chain; earthworks, sj'd per chain (accepted) ; 0. S. MoCallum, 2s 9d per chain ; fill per chain ; R. Carter, 3s (id per chain ; 9d per chain. Contract No. i) 5, re-forming and gravelling road near MonavaleStation : —R. Norrisli: Re-forming, 2s 5d per chain ; carting gravel, 2s Cd per chain ; gravelling, lls per chain ; side drains, 3s per chain (accepted) ; Giles and Fletcher, informal. Contract No. !)(J, claying road through Kihikihi bush :—J. and H. Kennedy : Re-form-ing and claying, 7s per chain ; clearing and wattling ditch.
