EXCLUSION OF FOREIGNERS.
[BY ELECTRIC TELEGRAPH. — COPYRIGHT.] London, September 8. The British Trades Congress, now holding its annual session, urges the exclusion of foreigners from Great Britain who are unable to prove they are capable of earning a livelihood. This resolution is aimed at the sweating system, the evils of which have been so forcibly brought forward lately. The Congress negatived a proposition in favour of the eight hours system.
