The Marquis of Salisbury is said to be pleased at the rejection of the American treaty, asthe Colonial Governments will now have to rely on themselves. Washington*, September 3. Congress has passed a Bill rendering it lawful for Chinese labourers visiting China to return to the States. Melbourne, September 4. In the case Ah Foy v. the Collector of Customs, in which the plaintiff claimed damages for not being allowed to land recently, the Court of Appeal gave a verdict for the pl.iintilf, damages to be hereafter assessed. An appeal to the Privy Council is regarded as certain to follow.
