RUSSIAN JEWS.
Tile growth of Jewish population presents a problem to the Russian Government with which it cannot fail to cope (said the Jewish Chronicle). Already they number 4,000,000, or l-20th of the population of European Russia. Before the century has elapsed they will number 5,500,000. It will be impossible for the Czar or his advisers to ignore the claims of such a large, body of his subjects ; and the congestion of the Jewish population in the western provinces of Russia will call for some change. The whole difficulty is a remarkable instance of the way in which justice works itself out in history. By her own want of foresight Russia has produced the stress of population among her Jews, and is now confronted with the difficulties arising from this. Recent events have shown that she cannot cast off her own shoulders the burden of the difficulties which have thus been created.
