Signor Crispi has gone to Berlin to confer with Prince Bismarck on the question. The naval manoeuvres prove that the defences of the Thames are ample for the safety of London. The Admiralty have decided to increase the number of ironclads and cruisers. Two Russian torpedo boats have sailed for Vahlisvostoek. There has 'oeen a great storm in Canada, causing much destruction of property. x The German expedition for the relief of Emin Bey will start from the East of Africa. Ishalc Khan has revolted against the Ameer of Afghanistan. Rev. Mr Spurgcon is dangerously ill. August 22. When the colonies notify their adhesion to the Tariff Bureau Convention, the President will submit a revised scheme of repartition, which the delegates will sign in January. August 23. Dr. Siubbs retains the Bishopric of Chester until November. In the meantime no successor will be appointed. Mr Piitchard Morgan, one of the owners of the Welsh Gold Mines near Dolgelly, is announced as the Unionist candidate for the MerthyrTydvil seat, vacant by the death of Mr Henry Richard.
