It is believed one result of the Emperor William's visit t« St. Petersburg will be that Prince Ferdinand will shortly be compelled to abdicate the tin one of Bulgaria. Diplomatic means only will be resorted to, as neither li-ussia nor Germany propose to effect any change by force, It is understood that the Czar is now more favourably inclined to Prince Alexander.
