Schouvjiloir that while he favours upholding treaty rights with regard to the Bulgarian question, and also while prepared to concede to Russia the right to control Bulgarian affairs, he considered the continued presence of Prince Ferdinand was the cause of irritation and a violation of the Berlin Treaty.
