THE STATE OF EUROPE.

Tiikhk is an evil spirit stirring in the East, that volcano of disorder, the paradise of restless politicians. Montenegrin filibusters have descended on the adjacent frontiers of Herzegovina, Greek patriots across tho border are organising sccret meetings in Macedonia, and wholesale arrests by tho Turkish authorities arc said to have taken place, involving the local heads of the Greek Church. It is significant that the Greek Minister at Constantinople has obtained leave of absence, and the Ottoman representative at Athens has been recalled by the Sultan. Of course 110 absolute rupture _ has yet taken place, and indeed ifc is difficult to sec what the origin of the present troubles can have been ; but there seems from the agitation prevailing in all the SouthEastern Provinces that a sccret influence is at work fomenting disorder. The mover may or may not, be Russia; the probability certainly lies in that direction, and it is at least tolerably certain that Prince Ferdinand of Bulgaria will not be long allowed to remain in undisturbed possession of his throne. Russia is reported to be moving her troops in a suspicious manner, but this is nothing new, and too much must not be made of these rumours. There is a certain section of the public both here and on the Coutincnt who are such Russophobes that the Czar can scarcely move from 0110 palace to another without exciting their absurd suspicions. Enough allowance is not made for the difficult game which the Emperor has to play to maintain his seat on the throne at all, aud much manoeuvring is required to keep his troops in a certain lieeesary amount 01 activity.—N.
