M./ TrszA, addressing the Delegations, said the peaceful alliance of the Powers could alone guarantee peace, therefore, it wasimperative to develop the entire strength of the Empire, and for this purpose a special military vote of 17,000,000 florins is demanded. : ViKNAA, June 11. The Emperor Erancis Joseph, addressing the delegates said foreign; relations -are .■ perfectly amicable. Tho principal reason for asking for the credit vote was the continuous uncertainty prevailing in respect to the European situation and uninterrupted increase of the military forces and readiness for war of all other European states. He expressed the hope that to be prepared was the best means of warding off threatened danger. ;
