VICTORIAN MARINE BILL.
ROYAL ASSENT REFUSED. [BY ELECTRIC TELEGRAPH COPYRIGHT. | London, June 7. Lord Knut.seord declines to assent to the Victorian Marine Bill, as France protests against the clauses affecting foreign shipping. Lord Knutsford suggests that a fresh Bill should be introduced, omitting the objectional clause, when tho Queen's assent would be given. -Sir Graham Berry is urging for assent to the present Bill, conditionally on Mr Ellies, Premier of Victoria, pledging himself to pass the amending Bill promptly.
