[bit TELEGRAI'H.— PRESS ASSOCIATION.] WuLHNuros, Wednesday. Tim Education Board passed a resolution authorising school committees to make a charge of a shilling per quarter upon pupils from the second standard upwards, and sixpence below that class, to pay for stationery and other expenditure. The Chairman said the resolution was ultra vires.
