GEN. BOULANGER.
(By Electric Telegraph.— Copyright). Paris, April 16. General Boulangeh's victory in the election for the Nord, is regarded in many quarters as presaging violent changus in the Constitutiou. M. Jules Ferry, in the course of an address delivered yesterday, called General JBoulanger a' mutinous soldier. The French Press agrees unanimously that it is impossible to deny General Boulanger complete victory at the ISlord election. General Boulanger threatens to perpetuate the present agitation until he has secured the dissolution of the Chamber.
