SALISBURY'S SPEECH AT CARNARVON.

« EULOGISES MR GOSOHEN. London, April 11. Iy his speech at Carnarvon the Marqnis of Salisbury attributed much of the success of his Government to the brilliant policy of Mr Goschon, Chancellor of the Exchequer. He states that the only hopo for Ireland was to encourage industries there and inculcate the hopelessness of any political change taking place in the government of that country.
