He appealed to the Republican party to establish a voluntary discipline, liefonn in the constitution, he states, demands calm relleotion, and he asks that lie should obtain permission to take steps in that direction when a favourable opportunity offers itself. He promised immediate settlement of the relations existing between Church and State, and a revision of linancial and military laws. M. Lambert, Minister of Public Works, disagrees with the proposals for reform in the constitution, and has withdrawn from the Cabinet. M. Eeroulat Monkland replaces him. The Press and Moderate Republicans generally disapprove of M. Floquet's manifesto. M. Moline and M. Clemenceau obtained an equal number of votes for the Presidency of the Chamber, but the former has been chosen on the ground of seniority.
