Bayard, (.Secretary of State for the United States) to the American Minister resident in this city, has been published. Mr Bayard regrets that Germany is unable to take a liberal view of Samoan life, and the unfortunate condition of exKing Maliotoii, who the Treaty Powers have repeatedly admitted is the rightful rular of Samoa. The German policy in Samoa, continues Mr B;yard, has not heen marked by that just consideration which, from the long friendship between America and Germany, the former was entitled to expect from the latter. Mr Bayard concludes by stating that from recent advices to hand the present condition of Samoa is mosc unsatisfactory.
