REFORM.
[By Electric Telegraph.—Copyright. 1 London, March 20. Iy the House of Lords, Earl Rosebery, in speaking to his motion for the appointment of a committee to report on the .Reform of the House of Lords, advocated that only royal peers be entitled to hereditary seats in that Chamber, and that the English, Scotch and Irish peers should collectively delegate a certain number, and that the minority principle should be recognised, and that the remainder be elected ; that the Agents-General of the Colonies should have a seat if it was desired, and that Lords and Commons sit together in cases of dispute.
