WAIPA COUNTY COUNCIL.

The usual monthly meeting of the Waipa County Council was held at the Council Chambers, Ghaupo, on Tuesday, at 10 o'clock. There were presentCrs Lang (chairman.) Ridler, Dawson, Grice, Hunter, Farrell, Smith and Finch. Exi;inker's Report. To the Chairman Waipa County Council.—Sir, —In compliance with instructions tenders have been called for several of the works authorised at the last meeting of the Council, and the following is a list of the tenders accepted, at a special meeting held on h>st in the Cnuncil Chambers for this purpose. Contract No. SO.— Gravelling |iortiun uf Rotorangi swamp road. Potts and McGee, 17s lid per chain, Contract No. 81.— Reforming and Gravelling portion of Can)bridgre-Ohaupo road, near Howie's oomer. R. Norrish, forming 2? Od per chain. Gravelling 12s per chain. Contract No. S2.—Reforming and gravelling portion of Cambridgo-Ohaupo road, near Mr Sturge's. T. Cowley, forming 3s per chain ; gravelling, 12s per chain. Contract No. 83.—Forming and gravelling portion of Newcastle-Hamilton road. R. Wayte, forming 3s 3d ; gravelling, ss. Contract No. cSJ.- -Forming portie.n'of Neweastle-Whata-wiiatii roa!d, from Ohote creek bridge. Fitzgerald and Crawford, forming, 3s Od per chain ; cutting side and outfall ditches, 4s. Contract No. Ss.— Forming and gravelling portion of To Awamutu-Alexandra road, Higginson, Olferson and Co., funning2s!)d; gravelling from side of road near Mj Alexander's, 8s per qhajn ; gravelling from Mangapiko Bridge, 14s. 1 understand that tho pit at the Manga pi ko Bridge is the property of the Mangapiko Road Board, and that they charge a royalty of -id per cubic yard for all gravel removed from this pit. As there is an abundance of gravel here, the Board on proper representation might be induced to allow the council liberty to remove gravel without leaking any cliarge, ill the event of their consenting to this'arrangement;, the price would be reduced to 10s pur chain, at which rate the contractors are prepared to do tho wofk, in the event of the Hoard forgoing thuir claim of -Id per cubic yard, this is 2s per chain in excess of the price to be paid for gravel near Mr Alexander's, but I consider the quality of the gravel would warrant this extra outlay, and would strongly recommend that steps be taken to induce tho Board to permit gravel to be taken free. Contract No. Bli, rvrading near Walsh's, .l.laterangi-tihaupii t{6ad,' G. S. McCallum, cutting, (Id peroubio yard ; forming, 3s (Id per chain; cutting side and out-fall ditchcs, 2s per chain. I have seen the whole of the contractors, with two exceptions, who have in

each case signed tho conditions, ;md will proccel with the work at once. The contractor tor works in Lyon and Whitnioro-streels, Iv hikilii, is making satisfactory progress. The contractors for grading and forming near Hall's culvert have all but completed their work. J. would strongly recommend that this piece of road be gravelled This would add considerably ro the i mprovement and stability of the work. The contractors have offered to do it at 8s per chain while they are on the ground. This offer I consider very reasonable. There are chains of road : the. work would thus cost £8 Kk Heather's Creek bridge is completed, with the exception of a few small matters, which it is not intended to erect just yet. The embankments forming the approaches are deep and will no doubt sin/c to a certain extent. That being the case it would not be desire-able to erect any fencing till such time as the approaches had become firmly consolidated. — I am, &c., Ai.ux. Armstrong, County Engineer. Kihikihi, loth February, 1888. Tenders.— Or. Dawson asked if the action of accepting the tenders mentioned in the Engineer's report was legal as there had been no special meeting of the Council called. In reply the Chairman explained tliut as there had been a mistake in the date for receiving the tenders, the 7th being inserted instead of the l-lth, and as several of the councillors were present at the sale on the 7th they had met and opened the tenders, the lowest one in each case being accepted. He thought that all that was required to make their action legal was, for the Council to confirm it, and he therefore moved that, theaetion of the members present on the 7th inst, in accepting the tenders be continued —seconded by Cr Cricf, and carried. Mangapiko Road Hoard's (!uayei. Pit. —In accordance with the recommendation of the Engineer, it was resoi\ed that the Council .apply to the Mangipiko Road Board for the free use of their gravel pit. (iIIAVKLLINO NhAK HALI.'s Cui.VEKT.— Cr. Smith moved that the offer for gravelling the road near Hall's culvert as mentioned by the Engineer be accepted.—Seconded by Cr. Hunter and carried. Accounts.—The following accounts were passed for payment:—N. T. Maunder, £8; Armstrong, £1(5 8s -id; Waik\to Times, £11 2s; Higginson and Otferson, £22 18s ; A. Armstrong, 14s fid ; Waik ito News, £1 8s (id ; Shaw, £2 12s (id ; McCallum, £3 12<: Kusabs, £15 Is 3d: Fitzgerald, £1 10s (id; Kennedy, £2 10s; Cowley, £2 18s ; Sibley, £4 10s; Given, £22 8s 4d ; Cunningham, 12s. Ngakuawaiiia Punt. —A claim was lodged by the Xgaruawahia Town Hoard for taking care of and repairs to the punt at Ng.-truawahin. It was resolved on the motion of Cr. Ridler —seconded by Cr. Dawson that the Council does not entertain this claim. Slaughtering Licenses.— Jas. Cunningham and J. C. Elmsley applied for slaughtering licenses.—The Chairman said that it was very hard for the butchers to have to pay the high fee of £3 3s. for a license to slaughter, while farmers could slaughter and sell without paving any license, and he thought that it would be. as well if just a nominal fee were struck, as the expenses of the Council in connection with this matter were very small. —Cr. Dawson proposed that the license fee therefore be £I—seconded by Cr. Smith and carried.—On the motion of Cr. Ridler— seconded by Cr. Dawson, the applications of Mos<rs E ! m;W -mil Cunningham, provided the;, pay the fixed fee were granted. Grayi'Xi.tnc. — A letter was received from J. T. Edwards and J. liyburn, asking that the road from Hunter's gate to the Alexandra turn bo gravelled, as it was impassable last winter, and would be so again this winter if something were not done to it.—Cr. Hunter said that this piece of road was used more than any other road in the county, as all the settlers round Alexandra, Kihikihi, To Awamutu, R-angiaohia and that way had to pass along it to attend the sales at Ohaupo, and the state that it got into last winter was very bad.—The Chairman said that as all the money for the present six months had been allocated, and as it would be a bad precedent if any one of the districts was to exceed that sum, lie would move that the matter stand over till the next allocation, in two months' time, and for the Engineer to report on the necessity for the work then. —Seconded by Cr. Ridler, and carried. —E. J. Moffat wrote, asking that he be allowed to fill in the holes in the Xgaruawahia rond near his place in lieu of rates; and stating that he would charge at the rate of Is per load for gravel. The engineor stated that this work was included in contract- Xo, 83. which was let. and tho clerk was instructed to write to Mr Molfatt informing him of this.—The clerk of the Hamilton Road Hoard wrote, asking for permission to remove about 200 cubic yards of gravel from near Heere-cont't. Cr. Smith proposed that permission be granted on condition that the hole be filled np and the road rendered safe for traffic. Seconded by Cr. Ridler, and carried.

Tim Kurzk Xuisanck.—A letter was received from the Raglan County Council, asking the Council to co-operate with them in petitioning the (iovernment to extend the Public Works Act in the direction indicated by a resolution passed by the Harlan County, namely, the granting of power to local bodies to compel the owners of land to remove gorse, sweet-briar, &c., from the road adjoining their property.—lt was resolved to reply to the Raglan County Council that this Council would do their best to assist them, and also drawing attention to other weak points in this Act. Poo liHfiisTitAß.—The bondsman for £50 tor Jesse Sage not being held satisfactory, it was resolved that Sage's tender for collector be not accepted.—Cr. Kidler then moved that the following registrars be appointed :—H. Fitzgerald, Pukekura riding, Is per collar ; H. Sibley, Rangiaohia riding, Is Orl; I). Lees, Hamilton and Newcastle riding, 1« (id ; N. T. Maunder, Tuhikaramea and Mangapiko ridings, Is, —Seconded by Cr. Dawson and carried. Rabrit I)o(i.s.—Cr. Parrell moved that all persons wishing to have reduced rates for their dogs used for catching rabbits must apply to the Council before the next meeting, or otherwise they will not be recognised.—Seconded by Cr. Dawson and carried. Ohaupo Ucsir.—At the request of a number of settlers, it was resolved that the Council apply to the Minister of Crown Lands for this bnsh as an endowment, as it was being destroyed more and more by fire every year. Countv Ka li:. — Cr. Farrcll moved that a rate of yd in the £ be levied in the county for the ensuing year.-.-.-Seconded by Cr. Hunter and carried. Ukavei. Pit k-ou Xuahuawahia Road.— Cr. Dawson proposed that the Council apply for sections 32 ana 13, Parish of Horotui, Newcastle district, fur use as gravel pits, Countv Kxi'kxditukh.—The Chairman read the following statement, showing the expenditure in the several ridings for the past month Rangiaohia riding, £13 His .Sd ; Hamilton, £0 10s (id ; Pukekura, £2 4s; Manaapiko, £1-1 f;s 4d ; Newcastle, ±!4 Is 5d ; Tuhikaranjca, nil. The Council then rose.
