There is a feverish activity in the commissariat and hospital departments in Poland. The railways are increasing their rolling stock, and foreign merchants are ordered to close their premises There have been frequent Austrian military councils held. An alarmist feeling has been revived in the Hungarian Press, and a general distrust of Germany is expressed. The Daily Telegraph states that Italy sends 200,000 troops to Galicia in the event of the outbreak of war. An English firm has received orders from the Eussian Government for the construction of war balloons. St. Petersburg, January 17. The Czar is at present staying at Moscow. He expressed a firm hope that the year would bo one of peace and prosperity.
