WAIPA COUNTY COUNCIL

Tno monthly meeting of the Wai pa County Council was held on Tuesday, 10th inst., at the Council Chambers, Ohaupo. Present: Mr Lang (chairman), Crs. Hunter, Finch, Taylor, Dawson, Smith, Ridler and Karrell. Tho minutes of tho last meeting wore rnnd and confirmed. Correspondence inwards was read and dealt with. Ckowx and Native Lanhh Rating Act. —The Sectrotary to tho Treasury wrote, intimating to the Council that the Government did not intend making any further payment under the Act after 31st March. "1883, and gave timely notice, in order that iVio Council be guarded against incurring liabilities, Aitmuation for Sand. — Mr N. T. Maunder applied fur pormissimi to take a few loads of gravel from the pit on the road near his farm at Te Kovc. Chanted. Don Tax.—Mr H. Richdale, Junr., wrote, asking if the Council intended putting a tax on rabbit dugs. The clerkwas instructed to reply that Iho tax levied on rabbit dogs would be remitted. Gueat South Road at Xuakl-awaiiia.— Mr Butcher, Town Clerk, wrote, drawing the Council's attention to repairs needed on the Great South Road, running through the township of Ngaruawahia. Tho matter was referred to by the engineer in his report, and it was left in his hands to attend to. County Kxi'KNMTURE. —Tho following are the sums expended up to December 13th in each riding respectively. Pukekura, £21 3s lid ; Newcastle, £143 15* 2d ; Maungapiko, £42 Ps -Id ; Rangiaohia, £30 7s 8d ; Tuhikaramea, SH?2; Hamilton, £ !»os3d. Heathkh's Ckkeic Bihiwk.—Tho Chair, nun proposed, and Cr. Hunter seenndedthafc the balance of the payments for the works at this bridge be deducted from the general funds, irrespective of the allocation for each riding agreed upon at tho last meeting. Carried Ejkslnekk's Repokt. —The Engineer submitted the following monthly report :—The Chairman Waipa County Council: Sir, — Referring to the allocation o! tho monies to be expended in each riding, Made at the last meeting of the Council, I oeg to submit for your approval the following schedule of works, which I propose to carry out in tho various ridings. I regret that owing to the smallness of the sums voted, or at the command of the Council, many very necessary works will have to stand over for the present. Newcatle Riding : The. HamiltonNewcastle road from Thomas' Bridge to Ngaruawahia is for the greater part, in very bad order. Numerous complaints liavo been made to mo from time to time, regarding the condition of this road. Last year, you will remember, it was decided to carry out some improvements on this rond, and tenders were called for, but the wnrk at that time had to be abandoned, in consequence of the want of funds. This road requires to be reformed and gravelled, but of course, with the very limited amount of money at the disposal of the Council, for this purpose a portion only, can be undertaken. I propose that the sum of £35 bo expended in putting part of this road in order. From Ngaruawahia to Whatawhata a good deal of work has been done in reforming and sanding, but a largo amount of this work is still wanted, while it cannot be said to be in such low condition generally as tho first-named road ; still there are portions on which some wnrk is necessary. I propose to spend £12 10s on this section, the total amount for this riding being £17 10s. Hamilton riding : The station road from Hamilton to Frankton Junction requires gravelling. Some repairs also will be wanted from Frankton on to tho boundary with Newcastle. I propose that £25 be spent on these works. Tuhikaramea riding : Several bad places occur on the road between Mr Blackett's farm and the second cross road to Hamilton. I propose to expend £12 10s on these repairs. Pukekura riding—Ohaupo-Cambridge road : A considerable portion of this road requires reforming and gravelling, and I propose that the sum of £85 should be spent on those works, the work to bo done partiy between Mr Lake's and Mr Sturges', and partly from Howie's corner on to Cambridge. On the Rotorangi swamp road I propose to continue tho gravelling begun there last year, and to expend on this work the sum of £50. The total proposed expenditure in tho riding being £135. Mangapiko riding : I have set aside the sum of £-15 to bo expended in re-forming and gravelling portions of the Te Awarautu-Alexandra Road, and the sum of £25 on tho Ohaupo-Paterangi road. Works that will entail a # cost of £30 are already in hand in this riding, thus making the total to be expended £100.— Rangiaohia Riding : Hero I propose to expend £2(i in gravelling the Te Awamutu Station Road, and £25 on tho road from Kihikihi to Rangiaohia. Works the value of £51 being .it present in hand, the total to be expanded in this riding will amount to £105. The. work of re-trim-ming the slope of No. 2 cutting on the Kihikihi-Te Awamntu road has been completed. The cutting has, however, in tho firit instance been kept so much to one side that snliicirint room has not been left to give the slope a proper batter in tho deepest part of tho cutting without going bsynnd tho boundary. At this point the ground is still too steep to stand, and will no doubt work back past the fence in time. — Hamilton-Whata-whata swamp road : This contract has been completed, and the period for maintenance of the work by the contractor having expired, I recommend that he be paid tho balance due, £11.— Te Rore Bridge: A new cap corbel and packing piece has been put on the abutment set on piles. The truss has also been raised six inches over No. 1 tier of piles.—Heather's Crunk bridge : This bridge is 'low completed with the exception of a portion of the approaches and the fencing; I expect, tho whole will be finished by the next meeting of the Council. 1 recommend that tho sum of £10 bo advanced on this job. W. Given and Sons have taken up their contract in Lyon-street, Kihikihi, and are getting on fairly well with the work. The Kihikihi Town Board have not got on with their part of the work, korbing, and this will anuiuwhat delay the finishing of this job. In compliance with your instructions, I saw Mr Offosson ro contract at Hall's culvert, he agreed to dn the formation at os per chain and I accordingly let works to him. Operations have been started, but owing I suppose to the holidays, tho progress made has not been so groat as I could wish. According to instructions, tenders were called for the works at the Wesloyan Chapel, Kihikihi and at Mr Cockerlino's on the Orakau road. For these works, the following tenders were received. For works at Wesleyan Chapel, Kihikihi. Potts and Gordon, aid per cubic yard; Stuart and Kennedy, 5.U1 per cubic yard ; W. Given and Sons, 5d per cubic yard ; (accepted). For grading near Mr Cockerline's : Potts and Gordon, Od per cubic yard; Stuart and Kennedy, (Id; ■Vγ. Given and Sons, 8d (accepted). W, Given and Sons' tender being tho lowest for both jobs, was accepted. Rotorangi Swamp Koad : Last Tuesday, when I was passing along this road, I found about 20 chains of the road on fire. No damage worth mentioning was done. I arranged to have it kept in check, and for the present it has been pretty well subdued, but in the event of more dry weather and high winds it is almost certain to break out again. There can be little doubt tho fire originated by someone carelessly throwing down a lighted match.—l am, &c, Alex. Akmstuong, County Engineer. Kihikihi, Dth January, 1888. The report was received. WoiiKS at Newcastle.—Cr. Ridlor moved, and Cr. Dawson seconded, that the formation on the road at Newcastle, recommended by tho engineor, be carried out, and that tendors for the formation be called at onco. Carried. Bank Ovehduaft.— The overdraft at the bank was shown to be £12(18 10s sd. Cr. Taylor proposed, and Cr. Smith seconded, that 25% be deducted from the expenditure allocated to each riding for the second ha'.fyoar, towards reducing the overdraft. Carried. Engineer's Report.—Cr. Smith moved and Cr. Finch seconded, that tho works recommended by tho engineer in his repott bo carried out. Carried. Ijog Registrar and Collector.—The following applications were- received for the appointment of dog registrar and taxcollector ;—Jesse Sage, 5d per dog (acoopted); Hugh Fitzgerald, Is per collar; H. T. Sibley: Collars at Th, Is (id each; do. at 10s, 2s each; William Jones, 2n per collar; J. W. Graham: European dogs, Is (id; Maori dogs, 2s per collar; 1). Lees, Is (id per collar.—The Councillors considered Sage's tender too low, and that he would probably not carry out his duties efficiently for the money.—After some discussion, Cr. Finch proposed and Cr. Farrell seconded, that Sage's tender bn accepted. Carried.—Tho Chairman moved aad Cr. Hunter seconded, that Sage be required to enter into a bond for £50. Carried.
