TUKSDAV. The Committee continued on the Government Railways Bill shortly after 2 n.m. A motion to report progress was lost on a division by 38 to 11. After further discussion the amendment for two Boards was negatived, and clause '• passed. In clause 34 an amendment by Mr Hohhs to make the granting of licenses for rpiiit-s etc-, by Commissioners subject to the approval of Licensing Commissioners was carried by 20 to 0. In clause 3") an amendment to make fees for licenses payable to Local Bodies was lost by L to 12. Clause 71, Commissioners to hear appeal-, was amended so that employers must make appeal within fourteen days of decision, which is appealed again-t. Tim remaining clau.-es passed without amendment at 4.30. The Bill was reported to the Hon-e. then again went into committee to consider clause 1), dealing with salaiies and allowances of Commissioners. The Minister for Public Works moved that the Chief ComnikMoners receive IThOO, and each of other Commissioners £IOOO per annum. Mr Ward thought the Government would bo disappointed if they held the opim n that Hrst-elass men could be imjw.rted at the salaries proposed. The Premier smd thorn was rm m for a difference of opinion, but he wa>’ inclined to believe that a thoroughly efficient m.m would he available for £b*»oo jK*r annum. If the Government wu> unable to obtain the services of an officer for the sal.-uy mentioned, then they could ask the House next session to grant an increase. Mr Taylor moved an amendment: that the chief Commissioner’* salary be £IOOO, and the others £7"»0 each. Lost by 24 to 2. The clause as proposed by the Government passed. Mr T. Thompson m »-* d the insertion of a new clause, providing for a trial of Vaih*V system on the ivaiparu and Waikato lines. Lost on the voices. The Bill was then reported with the amendment, and the third reading set down for next sitting. The. Land Bill was read a third time and passed. The House rose at 5 a.m, WEDNESDAY. The House met at 2.30. p.m. ql-KSiTONS. Replying to questions it was stated that a new valuation for Property Tax purp ‘<- would be made next year, but i: would probably nut be ready before fresh taxation would have to be that it was shortly intended to open i:t land reserved for railway purposes it; South Canterbury, but three uionthV notice would have to be given before taking this step. Mr Atkinson said the Government found it iinpos>ibie to consider the rep o t of the joint Rabbit Nnisanc* Committee, owing to the press of business, but they thought that wire fencing having been authori-ui it should be put up, ami they would arrange that the wire required for additional lengths should be ordered by tele gram. Mr Russell pointed out that the unauthorised expenditure incurred by the lal* Government in sanctioning the erection of fort}* miles of fencing was a very serionquestion. He was prepared to grant in principle that the Government rdmuld pay its share towards the cost of this fence, but that owners of property should al-o hcompelled to contribute a portion of the c< »st.
Mr Lance said the expenditure of small sums by the late Government prevented a serious loss. SECOND READING. Mr Hidop moved the second reading of the Public Bodies Powers Bill. Agreed to. MRL’s HIM! SCHOOL. On the motion that the Auckland Girl? High School Bill be read a third time, Mr Turnbull moved that it be read a third tinethat day three months. After a lengthy discussion the motion bathe third reading was lost by 111 to NO. On the question being put that the Biil he read that day three months, it was also lost, by oli to 2!L Mr Fisher then gave notice t-> move tomorrow that the Bill be lead a third time. PHARMACY HILL. The Pharmacy Act Amendment Bill was committed, read a third time, and passed. RAILWAYS RILL. Motion was made for the third reading. The House rose at 5.00 p.m. The House resumed at 7.00 p.m. Mr Ward continued the debate on the Railway Bill. He supported the recommittal. Mr Levestan also hoped the Bill would be recommitted. The motion for recommittal was lost by 52 to 21. The third reading was carried by 50 to IS. On the motion that the Bill do pass Mr Seddon made a final protest against the Bill, Sir J. Vogel said the whole re-ponsi-bilily of this measure rested will, the Government. Mr Moss protested against a Bill if this kind being forced through the House. -Mr Fergus said the country was decidedly in favour of the Bill. Mr Reeve? (St. Albans), protested against the obstruction. -Messrs Thompson, K. Richards, Miller, Jackson, Fity.heibert, Monk, Leve-tam, Reeves, Taylor and Ross, also spoke on the Bill after which it passed on the voices. LOAN RILI.. Sir J. Yogol asked whether it was intended to take the second reading of the Loan Bill that night. Major Atkinson said he should asked for the second reading, but would not pass the Bill till Committee of Supply had decided what amount it would give to Government for expenditure on Public Works. After going thoroughly into the whole question the Government came 1 1 the conclusion that there was i;o possibility of avoiding the loan that they had pnqiosed. If the House decided to strike off any particular items the Government would not object. Sir J. Vogel more-.! the adjournment of the debate till next day, at half-past 2. Agreed to. PROPERTY TAX. Major Atkinson moved the second resting of the Property Tax Bill. (Left Sitting.)
