His I -ordslrp knew of nothing to cause uneasiness regarding the peace of Europe, beyond the enormous armaments at present kept up by several of the Continental Powers. He expressed his belief that every ruler in the world was intensely anxious to maintain peace, the only danger to which arises from possible outbursts of popular passion.
The policy of England, ho declared, would he to maintain peace, adhere to existing treaties, uphold tho present framework of Europe, and secure tho autonomy of free nations. Lord .Salisbury believed that the Austrian and Italian Governments were in harmony with England, and that the sympathies of those powers were- deeply bound in aiming at the same object.
