London, November 5. The Governor of German New Guinea has prohibited general settlement. It is proposed to encourage the emigration of Ger mans with capita! who will lease the land for a five year's tenure. The Papuan syndicate which has been formed, will have a capital of two hundred and fifty thousand pounds, and will acquire and develope five hundred thousand acres of land in British New Guinea.
The difficulty between France and Madagascar has not yet been adjusted, and the French Minister has been accused of plotting the. overthrow of (lie Queen. The Citizen reports that Mr Goschen is preparing a Bill embodying fiscal reform, and that the measure will deal with import duties. Dukhan, November 7.
