THE FRENCH MINISTRY.

Kouvier, who is the Premier of the new Cabinet which wa= formed this morning (31st May) in the Journal Dificit-1, was Minister of Commerce and the Colonies, first in Gambetla's Ministry, and subsequently under M. Jnle.s Kerry. He commenced life in a merchant’s ollic - in Marseille. and is a staunch free trader. He is aged 13. M. Falliere- (Interior). I'i, h-dd the same post under the, Doderc Mini-try. He succeeded linn as Premier, and distinguished himself by a speech in favour of the expulsion of the Princes. He was subsequently Minister of Public Instruction with M. Jules Perry, and was more recently an unsuccessful candidate for the Presidency of the Chamber. M. ITonrens (Foreign Affairs) is the only member of the Goblet Cabinet as under the new Ministry. M. D.mtrcme (Commerce) had previously filled the same post in the Brisbon Cabinet. He was originally an engineer of the Polytechnic School; then (a cloth manufacturer of Elbenf, and is consequently a Protectionist. General Ternm (War)-‘>7, commands the 13th division of Infantry, at Chaumont. He was soiis-chof of the staff under the administrations of General Ziharcolm and Cainpenou. Is the author of works ou military science, and is a good speaker. M. Spoiler (Public Instruction and Fine Arts,) was one of Gambetta'.s most devoted friends, and filled the post of Under secretary of State for Foreign Affairs in Gambetta'.s Ministry. He is one of the principal pal writers in the Repnblique Frane.ai.se. M. Barbe (Agriculture) 30, was formerly an artillery officer, and left the service to apply himself to the manufacture of dynamite. He has been a deputy since ISS.3, but he has never been heard in the tribune. He has published works on industrial and agricultural chemistry. M. Barney (Marine) quitted the Navy on attaining the rank of captain to become a manufacturer at Mozamet. As Senator he has generally formed part of the Parliamentary Committees on naval and colonial questions. M. do 11 rn- li.'i (Public Works) about -30, is a naturalised Cuban, formerly President of the Paris Municipal Council. M. Mazen (Justice) is a judge at the Court of Cassation and a Senator. He is little known in Parliament r.v circles.
