WAIPA COUNTY COUNCIL.

The usual monthly meeting of the Waipa County Council was held at the Council Chambers, Ohaupo, on Tuesday. I’rcsent: Mr J. B. Teasdale (chairman), Crs. Lang, Smith, Ridler, Finch, Hunter and Brice. Correspondence outwards was read and approved. engineer's report. To the Chairman, Waipa County Council. Sis, —The unusual quantity of rain, that fell during the in onth of July and up to the present, has acted very injuriously on the roads in the county generally, but more particularly on the portions ungravelled, the Kihikihi-Te Awamutu being by far the worst in the county in this respect It would, however, l>e injudicious to attempt more than to merely nil up any bad holes thatmay break out, until hosier weather sets in. I understand, it is the intention of the council to bring in a bvlaw limiting the load to be taken <.v’,r clay roads during the winter mouths. I would respectfully suggest, res it appears the idea of increasing tire breadth of wheel tyres has been abandoned, that not more than two horses should be allowed t > be coupled to any vehicle during the winter mouths, and that the use of bullock drays

After some delay they .agreed to these terms, and handed i>w a letter embodying the proposals of the council, which letter I l»‘g to hand in herewith. I may say here that Messrs Fawkes and Koval] informed me that they intend to make a depot at Krankton Junction, to which they will eirt a -lock of timber di ‘-g the summer months, and thus avoid as much as p.„.-ih!e in future heavy cartage over this road doting the winter month-. <ln receiving this !-U't agreeing t.. the terms of the council. I immediately called fortenders for r-'pailing the roan’, two being sent in—banded in ie-p-willi. The tenders read v.ep- ir. ni Mi—rs Carter and Drabble and from Kennedy, and are as follows I' irt- r and Drabble, Fascines laid, tins per eh lin ; claying retd, A"*' j*- i eh nn ; sanding, ■iOs per chain. Kennedy's tender was for I-aseincs laid. Ills j»-r chain; claying. Us: -anding. 37-- Tic work fteing urgent. I accpb-d .Mr Kennedy s tender, it l>eing the io'.v-st on all tin- items. One p a] t remains to be settled, that is the question of claying ■ t sanding. I provided fn t} ie specification, that alternative tenders should be sent in for ibis work, and that the council should have the option of accepting the material they thought best. \ou will observe the claying will cot 14s j>er chain, while sanding will cost tbs j»er chain. 1 will strongly recommend the acceptance of the latter, the sand being in every way much superior to clay. The price may seem high for the sand, but there is only one place from which it can l>e obtained, and picks, if not powder, will have to be used on every yard brought down. Referring to the complaint of the Ngamawahia Town Hoard, I do not think the cutting down of the knob at the brewery would prove to be the benefit the board think. A large proportion of the water, complained about as collecting on the county road opjwsite the Delta Hob ], comes down fp.m one of their tide streets. A chain or two of gravel laid on the road here, would to a great extent remove this cause f.. r complaint; this I would recommend to be done, in the meantime reserving the que-tion of cutting down till Kilter weather sets in. Heather's Creek Bridge: The contractor has not yet started <m this contract; ;4S stated in my last report, I do not consider it de-irable to push this work P.ra -hort time yet. The earthworks required in connection with the approaches to the bridge, if executed now, would certainly render the mad impassable. The contractor lias shored up the bridge in tern s of his contract, so that it is quite safe for the ordinary traffic of the district for the present. Waipa Bridge, Te Rore: I reporPd sometime ago that the cap on the land span at the Te Rore end of this bridge, was in a very decayed condition ; my last in.-qfetion of this bridge shows that the decay has increased to such an extent that the w eight of the su]»cr.structure is crushing the rotten cap down; this will sbottly have to be replaced. I estimate the cost at I'd. I have written to Mr Os no, Resident Kngineer Waikato Railway, calling his attention to the state of the approaches to the Ohaupo railway bridge, caused by the alterations made recently, a-king him to have the necessary repairs executed. Walker's Gully Bridge: 1 have to rvqiort, that a slight forward movement has taken place in the Cambridge abutm-nt of this bridge, since my last inspection. Referring to your instructions re repairs to Lyou-street, Kiliikibi, the Kihikihi Town Board have agreed to give the grave! as arranged.—l am, .Sir, your obedient servant.

Alex. Armstrong, County Engineer. Kihikihi, Nth August, lSs'7. Ham!i.r«x - WiiatawHATA Koap.—The council continued the action of the engineer in accenting Kennedy's Under for the work

on tiie \\ hatawh ita-llaimlton road, as it was -‘in urgent matter ; and upon the question nt wln-ther it would be better In take the tender for claying nr gravelling, the engineer was decided as to the desirability of putting on gravel that the council agreed to do so. Tt; Awamiti" - Kihikihi Koaii.—The Chairman drew attention to the bad state of this road, but concluded that the engineer, under previous instructions, had power to carry out any urgent repairs. C’oi'NTt Koad at Xgaruawahia.—Hie engineer was directed to write and point out to the Town Hoard, that the collection of the water on the road complained of might be easily remedied, by diverting to existing drains a large promotion of the vval-T that came from streets under their control. The. Chairman signed the neces-ary inents. —Mr Selby wrote, resigning the office of , registrar.—Mrs M. Gavin, of Uhaupo, wrote, asking to be relieved of the payment of rates, as liefween road board rates and property tax and the fact that the farm had not been paying, she was really unable t« pay. Cr. Finch thought it was a case for leniency on the part of the council, and moved that a rebate of this year's rates be allowed. Seconded by Cr. Hunter, and carried.—Mr F. Sealey wrote, making a claim ot £lO for the use of the road through his property for the last nine years, and asking a rental of 30s jier annum for the future, and threatening to close the road if some terms were not come to with him. The Clerk was instructed to inform him that the Newcastle Road Board were the proper authorises to apply to. Mr W. M. Hay wrote, enclosing statement of costs of the action with the Auckland Hospital and Charitable Aid Board, as follows; Supreme Court costs, £l4 4s 4d; Court of Api*eal, £GI 2s Gd; claim, £238 14 Sd. Total, £328 Is Gd. Pro: -kd Coustv Loan.—The Chairman in moriug the confirmation of the propisal to raise a loan to consolidate the existing loan and bank overdraft, said it was done to save the necessity of striking a special rate, which, under the present de pression, fanners will not stand. This was seconded by Cr. Lang, and carried. Mr Hermann's seat upon the hospital board having become vacant from his being absent from four sittings, the Chairman suggested that one of their number should qualify himself by paying the nfcessajy 3-.. and Cr. Hunt-r having signified his v.i.lingne-s toast, Cr. Smith piopn-ed that Mr Hunter be nominated. Mr Lang seconded. Ra i>; Defaulters. —The council resolved that action should be at once taken to recover all rates in arrears. Us Cost oe Hospital Board Case.—lt was resolved to endeavour to get time for payment of this claim until receipt of the Government subsidy. This was all the business.
