The settlement of the Afghan boundary question was produced by the Czar overruling his advisers. The Russian Press is now more favourable m the tone of its remarks towards England. The understanding arrived at by the English and Russian Commissioners as to the delimitation of the Afghan frontier has not been approved of by the Ameer, who is entirely opposed to the concessions made to Russia.
