Lord Wol'Eslevt declares that the systems of fortifications both at home and abroad are a discredit to England in consequence of the unwise economy practised, and he states that the Government have been apprised of the importance of having a complete system of telegraphic communication for military and naval purposes, but all representations on the subject have resulted fruitlessly, and were studiously ignored by the authorities.
