[REUTERS TELEGRAMS.] London, May 19. The members of the Irish College at Home, in addressing the Vatican, declared that Mr Parnell had made traitors of the masses of the Irish people. They also scathingly condemned Mr Gladstone. Sir West Ridgway, chief of the Afghan boundary Commission, is about to renew parleying' at St. Petersburg on the delimitation of the Alghau frontier. All the Liberal Unionists have been returned as members of the Eighty Club. _ France has ordered four and a-half million kilos of canned meat from Chicago. Sir Reginald Hanson, Lord Mayor of Loudon, has been created a baronet. The Prince of Wales is promoting a Jubilee scheme to entertain 30,000 School Board children in Hyde Park in Juno. Her Majesty the Queen has promised to be present on the occasion. Notices have been given of fully a hundred amendments to the second clause of the Irish Crimes Bill. Owing to the resignation of Mr Borlax, Gladstonitej Liberal, the Parliamentary election for St. Austell division of Cornwall took place to-day, when Sir Wm. McArthur, Conservative, defeated the Liberal candidate by a majority of 211 votes.
