The Emperor of Brazil is seriously ill, and his condition is critical. In reference to the colonial defence proposals, England will undertake to replace any of the auxiliary fleet which may be lost. The Admiralty will supply the fleet directly the colonial parliaments have approved of the scheme. The following is a corrected version of the speech of Sir S. Griffiths, Premier of Queensland, at the banquet by the Fair Trade League. He expressed the opinion that import duties on produce from foreign countries should be higher than the duties from different parts of the Empire.
