[BY TELEGRAPH.— T'KESS association.] Wellington, Friday. The Colonial Secretary intends to introduce into the Legislative Council early in the forthcoming session a bill providing that tradesmen's accounts under £20 for goods sold and delivered cannot, be recovered in the R.M. Court. This step is taken as the Government consider Magistrate's Courts throughout the colony are being used simply as machinery for collecting debts, and from a return they have had prepared it appears that the num-

The Minister of Public Works will be present at the opening of the WoodvilleNapier Railway, and probably the Colonial Secretary. Between 50 and (iO members of the l ermanent Artillery, who have been receiving instructions in big gun drill here are to be distributed amongst the southern batteries shortly.
