Austrian diplomatists declare that Germany and Austria have exhausted their endeavours to preserve peace with Russia. Russia is feverishly preparing for war, and special steps are being pursued in the fortification of Poland. The Russian Press is violently attacking Germany. Fifty thousand cavalry are quartered in Poland and Lithuania. The Governor of Odessa has issued a manifesto in which he encourages the troops, though unarmed with repeating rifles, not to fear the enemy. The St. Petersburg Novosti predicts that Europe is rapidly approaching a catastrophe. The French Press are clamouring for a further increase in the army. . It is reported that the, Emperor' William has said that the result of the elections has assured peace. Berlin, February 20. The Czar has signified his intention of not attending the festivities at Berlin, on the 23rd March, to celebrate the ninetieth birthday of the Emperor William. The reason for this is that the Emperor Francis Joseph, of Austria-, will not be present. The Grand Duke Michael Alexandrovitch will represent the Czar, and the Archduke Rudolph, Crown Prince of Austria, will represent the Emperor Francis Joseph.
