POLITICAL - CRISIS IN CANADA. Ottawa, January 4. A Ministerial crisis has occurred J here, and the Upper Canadian High Commissioner has been recalled from London in consequence. It is expected he will assume the position of Finance Minister.
THE GERMAN ARMY BILL. Berlin, January 11. During the debate on the second reading of the Army Bill in the Reichstag to-day, Count Von Moltke stated that if the Bill was rejected it was certain to result in disaster. Prince Bismarck made a speech in which he said the relations between Germany and Austria were intimate and cordial, and with the other Power? excellent. Good relations existed with Russia. Beyond doubt good relations also existed with France, though more difficult to maintain. The past teaches it was impossible to rely on a permanent peace with that country, and therefore it was necessary always to be prepared for war. Germany, he added, would never begin war with Russia, and never make an enemy of that country for the sake of Bulgaria. CRUISE OF THE SUNBEAM. London, December 22. The famous Sunbeam left Plymouth on her Indian and A ustralian cruise last week. The yacht will be away 18 months.
