The Earl of Iddcsleigli, late Secretary of State for Foreign Affairs, ha« declined to re-enter the Cabinet, either as Lord of tho Privy Seal, or as Lord President of the Council. „ - It is announced that Sir Henry Holland has been appointed Secretary of State, for the Colonies. The Hon. Henry Stafford Northcote, son of the Earl of Iddealeißh, has resigned the appointment of Financial Secretary to the Surveyor-General of Ordnance. It is understood that the Earl of Iddesleigh has taken exception to his being superseded at the Foreign Office.
