General Boulanger has ordered 200,000 melanite bombs for the French War Department. January 9. Sixteen German garrisons in Alsace-Lor-raine have been doubled. The Navy and Marine pensioners at Portsmouth have been invited to the Imperial Government to volunteer for active service. Sofia, January 8. The circular which has been issued by the Regents, in reply to the note from M. de Giers, Russian Minister for Foreign Affairs, announces that the Bulgarians are resolved to defend their rights and preserve the autonomy of their country. Constantinople, January 8. Sir W. White, the British Ambassador, had a long and most cordial interview today with the Sultan, who sent New Year's greetings to Her Majesty Queen Victoria. London, January 8. A letter has been received by the Red Cross Society from the Emperor of Germany, thanking them for their services, and expressing a hope that his efforts to maintain peace for Germany may not be in vain.
