Thk statement that an alliance had been entered into by Russia and Germany whereby the former engages not to intervene in the event of a Franco-German war, tin latter engaging not to take part in an Austro-Russian conflict, is contradicted. . Lon'don, January 6. The Committee of the German Rp.ichstxt have again rejected the bill providing for aii increase in the army.
