Loud Randolph Churchill, Chancellor of the Exchequer, has resigned, declining to embody in his Budget the army and navy estimates, which he regarded as excessive, and not required by the condition of foreign affairs. He also expresses dissatisfaction with the Conservative Legislative programme. The Times considers the resignation of Lord R. Churchill as illtimed aud imprudent, and advises coalition between the Conservative party and Lord Hartington, who, it suggests, should be the leader in the House ot Commons.
