Thk regular monthly meeting of the Wai pa County Council was held at the c< •until chambers on Tuesday. Present: Mt'-srß Teasdale, (chairman), Hunter, Smith, Corboy, Grice, Ridler, Moncrieff and Lang. COHRKSI'ONDKNCK ( hmVAUDs. —The Clerk road a copy of a hitter to the Mangapiko Road Board, calling attention to the fact that the action of the board in not levying ■x rate, would result in a loss to the county in the matter of sub-idy. Envjinkkk's Kkpokt.— The Engineer said ho had ovoi looked getting a receipt from the chairman of the Kihikihi Town Board, i but that he had seen him, and he had expressed himself as quite satisfied with the amount voted. Mince l«*«t ineetiiip of the -council tendi-1 ■* have been received bv your committee for grading at McFarlanes, and one, that of I). Battle at 5d per cubic yard, has been accepted. This work is being done at a very cheap rate, and it would be worth the consideration of the council the question of completing the grading at this piece of road, according to the, section first submitted to you, instead of doing only two of the cuttings, as we can hardly expect to get this work done at any future time for less than the present offer. There is 3GOO cubic yards in the whole job. There will be about 1000 cubic yards in the two cuttings at present undertaken. With reference to the road at Mrs McCabe'a housf, I have delayed doing anything here until the allocation of the money, in hopes that a sum might be available for grading. The road here is very bad, and this course, would be the only satisfactory one, failing this I will have a man put on for & f«\v days to bring it into a little better form. The contiactor, Mr McCall'irn has completed his work — grading on the Kihikihi Catnhtidge road,— near the Roman Catholic Chapel. The completion of this job had to be postponed from List winter, owing to the wet weather, which rendered it impossible to cairy on work of this nature. I recommend tho payment of the balance due £'3 13s 7d. Messrs Corcoran Bro-.., con tractor for the work at Gi fjord's bridge, have not quite completed their contract. This work had to be held over for the same reison as the last. The contractor t<>r grading near Blackitt's in the Tuhikaramea district is making very good progress with the work, he has got about one-half of the contract completed. The contractor for repaiiing the Ohaupo-Cainbridee road, fiom Putney to Howie's corner is getting fairly well on with the work. I recommend an advance of £10 on this job. A number of small but necessary repairs have been executed in various parts of the country during the month. I am glad to say that the roads generally are in fair order. — I am &,c, &. f Alex. Armstrong, County Engineer. Kihikihi, November 13, 1886. In discussing the question of work recommended in the report of the engineer.— Cr. Ridler thought it would be better to allocate the funds available before deciding upon any works in the county. On a question from the chairman, the clerk reported that the overdraft waa at present about £7">o, and that the rates collectable for the cuirent year would be about £1400. Loans andlocal Bodies.— The Clerk read the following telegram trom Sir Juliu» Vogel, m re'erence to the number of votes necessary to poll to carry under the Loan* to Local Bodies Act: — " I thought I had re plied t<» your telegram, I have not it by me, but if I lecollect rightly, yon wish to know if the full half of the ratepayers who are entitled to vote have to be polled. 1 am sorry to say this is the case, for there was a prolonged fight over it between tin two houses and the Upper House insisted on its amendment, which, aa I have said. takes in all the. votes exerchable, \v hether or not they can be exercised. I do not think the interpretation clause upset the reading."— The Clerk was instructed to write pointing out that so far as county councils and road boards were concerned it would be impossible to c >n ply with the provisions of the Act in tho matter of poll in one half of the votes exercisable on the roll. Wokk^ Authorised.— Cr. Ridler drew the attention of the council to that part of the road near Atkinson's, which required some repaiiing.— The Engineer stated that the road wanted forming, and that a few day's work expended on it would put the road in good lepair. — Cr. Ridler moved that the engineer be empowered to call foi tenders for binall works on the HamiltouXgaru.nvahia mad, and also on tho Hanul-ton-Ohaupn load, and for grading n?ar llibbs'. This was seconded by Cr. Corboy and carried. — In regard to the road near Atkinson's, the engineer was authorised to pot the work done by day lab'»tr\ — Cr. Ridler moved that a trough be erected near the Nanows biidge at Mr Way's corner, as a matter of convenience to parties travelling between Morrinsville and Ohaupo, there being scarcely any water on the whole of this road. Seconded by Cr. Grice and carried.— Cr. Smith moved that the engineer be instructed to call for tenders for the following works :—: — Repair* to road at Hall's culvert ; Mangapiko cutting to be gravelled ; repairs on road between Alexandra and Te Awamutn. Seconded by Cr. Corboy and carried. — The Chairman remarked that in regard to the Te Awamutu-Alexandra road the work was authorised to be done some time ago, but was held over for want of funds. Cr. Ridler said that as the Mangapiko Board refused to strike a rate he would ask whether it was too late for them to do so. The Cleik replied that there was yet time to do &o. Cr. Ridler said in this case he thought it would be well to defer any action in expenditure, to give the Mangapiko people an opportunity of reennsideting the question.— Cr. Coiboy pointed out that in any case the Mangapiko Road Board would be entitled to some of the county expenditure, and was of opinion that the woiks should be done. --Cr. Hunter moved and Cr. Grice seconded that the engineer be authorised to call for tenders for w.»rks necessary at Mrs McCabo's corner.— Cr. Hunter called the attention of the council to the road in front of the sale yard*, a matter which he had frequently referred to, and dwelt on the desirability of widening the road and forming the footpath, to enable foot passengers to get along in wet weather. The engineer reported that to make a proper job it would cost t25, but simply to form the footpath could be done at a cost of about £7. Cr Moncrieff moved that the engineer be requested to call for tenders for the job, to be considered at next meeting. Seconded by Cr. Ridler and carried. Accounts. —The following accounts were passed for payment :— Maunder (on account), £9 ; He&keth and Richmond, £8 8s ; G. Appleyard, £1 4s; Dillon and Hickie, £12 15s ; A. Kennedy, £13 os 8d ; Thos. Cowley, £10 ; Waikato Coal and Shipping Company, £2 3s Sd ; J. Knigdon, £1 13s; A. Armstrong, £14 12s lid; W. H. Webber, £2 Is; J. Magner, £L Kis ; Corcoran, £'J losod. Rotorani.i Roat).— The tender for claying a poition of the swamp road to Rotorangi, sent in by Mr W. Stewart, was accepted at 12s per chain. The engineer considered that the price was low, and that about 40 chains was required to bo done. A letter was read from the Auckland Chamber of Commerce, notifying that all county councils would be admitted to membership on payment of a fee of two guineas. Cr. Corboy moved that the council pay the fee, and that the chairman take charge of the tickets. — A letter was lead from Xgaruawahia in reference to a man named V;<rriei, who was in destitute circumstances at X^amavvahia, This letter had been forw .tided to tho Auckland Charitable Aid Hoard, and refeired by them back to the council. It was lesohed that the correspi nd.'iice be forw uded to the cli.uiin.in of tho Waikato H.tspitil Uoaul, Mr W. \. Ab Christuiin? Day falls on Saturday, they will hold their usual Cambridge sales on Friday, the 24th, as per advertisement. It has been officially notified to the Foreign Office that M. Flourens ha* been appointed French Minister of Foreign Affaijb.
