St. Pkteksbuuu, December 11. The Official Messenger, in its issue today, publishes an article stating that the recall of General Kaulbara and the Russian Agent from Bulgaria io not intended as a severance of the ties which unite Russia and Bulgaria.
London, December 11. Five thousand Russian troops will winter at Odessa.
