The President, in his annual Mehsngo to Congress, expressed iegret at the action of the Canadian officials on the fisheries question, which have unpeiilled friendly ielations between the United States and Canada, but hoped dm nig the present session that negotiations with England would result in a satisfactory settlement of the dispute. The President was confident th.tt an understanding would be armed ut with Germany and England which would secure the autonomy and neutrality of S:\mna. Alluding to the excess of revenue n<»w being raised, the President recommends re-adjustment of taxation, but would not change the present fiscal policy, and would continue to collect the chief revenue from import duties. The Message again urges the suapension of silvor coinage and alludes to the significant increase in the gold export.
