Puus, September 28. China intends, it U understood, to issue a loan of £10,000,000 for railway* and other expenditure, necessary in \iew of the independent situation to which she aspires. The recent negotiations with the Vatican are not unconnected with tins decision, China feeling that to act with the full independence of her sovereignty she need* not merely diplomatists, but the material means of defending the result-, obtained by them against attempt >< to paralyze them. China's plan*, however, have so often remained platonic that wo must wait to see whether in the present ca>>e the idea will be rcalihed.
