THE PARIS EXHIBITION OF 1889.

In the conferenres of tho last few days botwoenan agent of Prince Bisin.trck and M. de Freycinet, tho participation of the three Empires in the LSHI) Exhibition is said to have been mooted. Hitherto, as is well known, Austria and (Jonnany have appeared to le.in towards abstention, while Russia has seemed inclined to follow their «\ainple. Now, the distinct promise of these Powors to take part in the Exhibition would almost necessarily involve the participation of tho other Powers. Till now it was thought that England, not having comi'iittod her-elf to abstention, might be the P»w«r to turn the scale, and that this *tcp on her p.vrt uii^ht be the starting j)oint of excellent relations between France and England. This, however, i-> just what has induced the German Chancellor to hold out to France the possibility of a change of opinion of the three Powors, and of their forestalling England's initiative, so that her participation would be tho consequence, and not the cause of that of the three Empires.
