LOCAL BODIES LOANS.
TO THE EDITOR. Sfß,— l was much pleased to read your leading article on the above subject in today's issue. The Waipa County Conncil will bring the Act into force within this county at the annual meeting of the 24th inst. The council would, I think, be unanimous in borrowing im-ney under this Act for erecting one or rnoie large bridge.--and metalling some miles of road with Taupiri metal where gravel has proved useless. The Act is, however, so hedged about with provisions as to make it almost unworkable. For instance, it requires a majority of the ratepayers on the roll to legalize the borrowing. Now, we a)) know that our rolls contain the names <;f many absentees, and especially is this th ■ case in town districts, so that it would be next to impossible to poll a whole county, and in order to overcome this difficulty I would suggest to all road and town boards to petition the county council at once to obtain the control of the main roads in their respective districts, and also to petition that the chairmen of road and town boards shall form the county council, und then the country districts could take step.", to obtain such loans as they require by using the county powers and machines In my opinion, the only succes*>f< 1 way "f polling for a loan would be for eac 1 ridim or road district to do so separately f->i such sums as they require within then own boundaries.
