In response to AJ. NeklindofFs formal notice that the Russian Uovernment Would consider the elections to the Sobrange illegal and valueless, the Council of the Regency has replied that the Sobrangi can alone be the judge of its legality or otherwise of the election. The communication of the Regency further declares that Neklindoff is anwserable for the rioting which took place in this city on Sunday last at the polling place.
