[kkuter's telegrams. I (Received Oct. 13th, 12 30 p m ) Ottawa, October 12An American fishing schooner, which failed to report to the Customs at Nova Scotia, has been seized and her owners fined. An the master persisted in hoisting the American flag the Captain of the Canadian Cruiser Terror ordered a party on board to lower the flag, which was accordingly done, and an armed guard placed in charge of the schooner.
