Sofia, October 9. A circular has has been addressed by the Regency to the Foreign consuls in Bulgaria, threatening the expulsion of foreigners if they continue to meddle in connection with the elections now proceeding for the Grand Sobrangi. The Russian Consul, M. Meklinoft, has. returned the circular and suspended all relations with the Regency. He awaits orders from General Kaulbars as to the farther course be pursued.
