Thb second reading of Mr ParneH's Irish Land Bill commenced in the House of Commons to-day. Mr Gladstone spoke and expressed concurrence it the necessity for temporary relief being afforded the Irish tenants. He stated that he wonld vote for the second reading. Mr Matthews, Home Secretary, in a forcible speech demanded the rejection of the Bill. It is expected thfe division will be taken to-night.
