(Received Sep 20:h, 2.10 p.m ) St. Petersburg, Sep. 16. In an address to the Czar the Bulgarian deputies expressed a hope that the relations betweeen Russia and Bulgaria will improve, and that Russia will promote the union of Bulgaria and defend the liberties and freedom of her people.
September 18. General Kaulbars is about to proceed to Sofia, as Russian agent. In an official notification of his appointment, it is stated that the mission is to guide Bulgaria out of hor troubles.
Sofia, Sep. 18. The National Assembly his issued a notification of the establishment of a regency in Bulgaria, and denouncing the authors of the deposition and removal of Prince Alexander.

The llussian Govornnient, replying a <>oinnuinicatiou from tlio Regency, announcing its establishment, has agreed to recognise the Regency, providing that body maintains order in tho country and will endeavour to promote a union between Roumelia and Bulgaria. Russia advises delay in tho election of a Prince until the public feeling shall have calmed down.
