SAMOAN AFFAIRS. [RETUER'S TELEGRAMS.] London, August 16.
It is announced in Berlin that the Powers interested have come to an agreement whereby no alteration can be made in the, status of the Samoan Islands without the concurrence of all the Powers concerned. It is stated that a commission will be sent to Samoa with a view to arranging a lasting settlement of the difficulty. It is also reported that the German and United States Governments advocate certain consular changes in Samoa, but that the British Cabinet it. opined to the proposed alterations.
