At tho banquet given in the Mansion H.0U90 hist evening by the Lord Mayor to tho members of the Ministry, Lmd Salis bury, replying to the toast of Her Majesty's Ministers, said it was the duty of the Governtnent to free the Loyalists frotn constraint, and restore order in Ireland, the failure to do which was the just and Hole cause of discontent. His Lordship alluded to the steps being taken for t\\o settlement of the Afghan and Egyptian questions, which were as yet unfinished.
